Maybe he has been using the misery whip (crosscut saw) behind him. Floodlights on each end of dam indicate a twenty-four hour operation. Men may be getting ready to move temporary dam and water canons closer to their work as the water canon on the right is further from dam than one on left by several lengths of pipe.
